Palestine City Council to review human resources, community services budgets in work session Monday

PALESTINE — Palestine City Council to continue Fiscal Year 2015 Budget Sessions Monday: set to review human resources and community services departments

The Palestine City Council will continue to review the city's budget for Fiscal Year 2014-2015 during a work session set for 4 p.m. Monday at City Hall, outlining goals and priorities within the human resources department and the community services department.

The meeting is open to the public.

City Manager Wendy Ellis said the council's “new procedure” is to break down the budget preparation process incrementally by setting aside weekly meetings to look at two or three departments at a time “to make it more manageable.”

She said the goal is to put strategic plans in place after having conversation with department heads, asking questions such as: “What can you do right now in operation of your department that will improve customer service (and other priorities) without costing us more money?”

In order to accomplish this and address the council’s priorities — which include items such as capital improvements, fiscal improvements and beautification through neighborhood revitalization — departments will create a to-do list for the year to set forth “a tangible, visible representation of the work” they do on a day-to-day basis, Ellis said, “with our big-picture priorities.”

The public is invited to attend these work sessions, which will provide city council members, staff and community members opportunities to interact on topics of interest.

No official action can be taken in a work session, though staff will be on hand to answer questions and explain important aspects of proposed budget items. Additionally, the council may meet in closed session regarding any item on the agenda if necessary, as permitted by Subchapter D of Chapter 551 of the Texas Government Code.
